Pay Anomaly Issue of JTO Batch 2007-08 moves towards resolution !!!

It is reliably learnt that in regard to the Pay Anomaly issue of 2007-08 batches, Management Committee of the Board has approved the E1+5 increments proposal after the strong intervention of AIGETOA and perusal at the highest level to get it approved in this meeting only. The matter will go for approval of the Board in its next board meeting.

BSNL management again failed to submit it reply in Hon CAT regaarding 30% fitment. Hon. CAT has given BSNL last opportunity to submit the reply, otherwise the orders will be issued in the favour of SNATTA. Next hearing is on 3rd November, 2011.

A very attractive VRS (Voluntary Retirement Scheme) offered by BSNL. BSNL has asked DOT to fund the very attractive VRS. BSNL has asked for Rs20,000 Cr from DOT. A minimum of 130,00,00 (13 Lakh) to a maximum of 900,00,00 (90 Lakh) is offered to the VRS optee.

Trade Unions have a tough task on their hand to convince their cadres to oppose such a beneficial scheme.

BSNL has approved the VRS scheme as per the DPE guidelines for almost 1 Lakh employees. Employees over and above 45 years of age can take VRS. Reports are still unconfirmed but credible.

Various unions are reporting that the BSNL management has decided to stop the LTC both Home Town and All India. Medical reimbursement scheme without voucher has also been completely stopped. Management is also planning to have moratorium on promotions till BSNL comes into profit.

Whereas all the decisions of the management are regressive but Withdrawal of Medical reimbursement without voucher by BSNL management shows their shortsightedness which would further lead to corrupt practices by the employees. This decision is like punishing the employees who were more loyal to the company.

If you are young , having tremendous energy to make BSNL a profit making company, have the courage to stand against corruption, then get ready to go to jail. This is a story a TTA posted in Kurseong in West Bengal.

Krishnendu Sen –SDE Gr. Exch. Kurseong , made FIR against our TTA Achinta Naskar , TM Gopal Khadi & others on 10^th August , just before 5 days of our Independence Day.

What was the offence?

There was a heavy natural disaster on 17-19 July in the hills, total power failure . Exch down for several days , but the SDE was in Siliguri, 70 KM away from that place. This was not a single instance. His total attendance in a month max. 3-5 days. No proper supply of MODEM ,cable , drop wire etc. He is never ready to cooperate with any our staff , forget about general customers.

All the staff protest against his negligence towards Kurseong Tele-Exch , not against him.

But unfortunately he made a FIR against our TTA. Police tried to put him Jail , but due to strong protest by all the staff, police instruct him not to leave Office without permission. He was under House Arrest from 10^th August.

Now we would like to know-

1.How long he has to stay under this circumstances ?

2.How long we will get this type of award to “SAVE BSNL” ?

3.Should we leave him alone or face it jointly ?

An Impressive Meeting with CGM. ( 12 Noon to 2 P.M )
On 22 nd July , there was a lunch-hour demonstration called by BSNL Workers Alliance. It was a country wide demonstration on 21^st July but due to Sahid Divas at Kolkatta ,it was on 22^nd. SNATTA CC-Mr. B.N.Singh , CS Probir Sikder, Cashier –S. Mondal, Krishnanagar –Amit Khan and others represented SNATTA. After short speech by NFTE & SNATTA leaders a formal meeting with CGM .

From driver to driving force

New Delhi: When an Army truck driver returned to this village after surviving strafing by enemy planes, being the driving force behind a major anti-corruption campaign was not on his agenda.

But 72-year-old Kisan Baburao Hazare, famously known as Anna Hazare, into the third day of his fast-unto-death for a stronger anti-corruption law, has become the most visible face of the movement that is garnering growing support.

Hazare was born into an agrarian family in Ralegan Siddhi, a village in Ahmednagar district of western Maharashtra. After the Sino-Indian war in 1962, the Indian government had made an appeal to the youth to join the defence services. Hazare was one of those who responded and joined the Army in 1963.

During the India-Pakistan war, he was posted in the Khemkaran sector, where Pakistani fighter jets bombarded Indian positions. Even though Hazare had a lucky escape, he saw his colleagues die before him leading to his decision of remaining a bachelor.

During his days in the Army in the 1960s as a truck driver, he spent a lot of time reading about Swami Vivekananda, Mahatma Gandhi and Acharya Vinoba Bhave.

Hazare returned to Ralegan Siddhi village in 1975, after seeking voluntary retirement from the Army after 15 years of service. He was faced with a village in the grip of drought, poverty, crimes and alcoholism.

He inspired villagers to join him in building canals and bunds to hold rainwater which increased irrigation possibilities in the village. Literacy programmes were also taken up transforming the village into a model village. This experiment made him famous across the country.

During that time, Hazare first came across a case of corruption by forest officers in Maharashtra and went on an indefinite hunger strike in Alandi near Pune. His agitation jolted the authorities into taking action against the erring officers.

Right to information

He formed the 'Bhrashtachar Virodhi Jan Andolan' in 1991 that gradually spread across the State.

He launched a campaign for the Right to Information in 1997 that resulted in the Maharashtra government legislating an Act, which was subsequently adopted by the Centre in 2005.

Hazare lives in a small room attached to the Yadavbaba temple in his village.

SNATTA-CHQ keeping in view the sentiments of thousands of DRTTAs recruited after 1.1.2007 has decided to file a court case to achieve the 30% fitment for them. CHQ has consulted advocates and is in the final stages of filing the court case. All the DRTTAs recruited after 1.1.2007 are immediately required to deposit Rs 200/- per DRTTA in the CHQ Axis Bank Account No. 204010100060738 Rohtak Haryana towards the legal fund.

But EPF statement are not given periodically to these TTAs. Lastly EPF statement upto march 2009 was given and from then on even completion of two financial year the EPF statement is not being given. These BSNL recruitees are therefore frustrated with the fact and they are waiting for the same as early as possible.
Therefore you are requested to please look into the matter so that they can get the EPF statement earlier.

Agitation Programme held at Krishna Nagar SSA

On 18-02-11 at GM office krishnagar , SNATTA and NFTE had
organized agitational programme for the various issues. GM of this
SSA was well intimated in avance but he was absent from the office.
The meeting continued for about 2 hours. Divisional secretaries of
SNATTA and NFTE expresses serious concern about the ongoing
deterioting performance of BSNL and mentioned the Example of
AIR INDIA and call the employees of these SSA to protest any undo
and try for the better service to save BSNL. It was also promised
to take the best effort to bring any irregularities into the notice of
management. SNATTA is committed for devoting its last lavel for the
service of BSNL.

Dear Friends

On the request of our GS SNATTA Mr. Dharmendra Verma, yesterday I met with management in BSNL corporate office to invite them in our forthcoming AIC at Goa . Management accepted the request and promised to try their level best to attend the AIC at Goa.

At the same time I discussed our core issues with the management.

(1) On the issue of wage of new DRTTA, I urged for the early conduction of committee meeting as promised in the recent National Council meeting. Management mentioned that till now no one has suggested suitable formula for the settlement of issue. So friends, we have to finalize the suitable formula. In my view we may draw the formula like this "Extension of 30% fitment benefit to all non executives employees joined up to the date of issue of non executives Wage Orders".

Pl Comment to finalize a suitable formula.

(2) On the issue of JTO departmental exam SNATTA registered their strong protest to management regarding non cooperation of Kerala BSNL management. The matter is sub-judice.

(3) On the issue of change of designation from TTA to JET, no meeting has taken place since a long. I have requested management for early settlement of issue. I hereby request our designation committee member Mr. Hakam Singh to take the initiative in this regard.

On the above issues I personally felt that BSNLEU has not taken up our issues seroiusly to settle our demands. A very serious discussion is required in our forthcoming AIC at Goa.

On the issue of Pay Protection to the Non Executive employees recruited on and after 01.01.2007 by way 30% fitment benefit, management and staff side argued their viewpoint strongly. Management side has accepted that the pay protection formula envisaged in the Wage Orders is not at all effective to address the issue and thus a comprehensive formula has to be devised to solve the issue.From SNATTA site 30% fitment benefit is demanded as given to the JTO (T) recruited after 01.01.2007. Since the management side insisted on some other formula as compensation, it was agreed to sit outside the National Council under the Chairmanship of Sh. D.P. De, General Manager (Estt), BSNL, Corporate Office to explore the ways to solve the issue.It has happened first time ever that the issue will be continued in the NCM till it is resolved even though a separate committee will look into it. CHQ will make all out efforts to get the genuine right of the DRTTAs recruited after 01.01.2007.

As per central Govt. rule, eligibilty criteria for diploma holders to sit in LICE is 5 years and for BE holders is 3 years. But in our dept. it is 10 years for us.

Outcomes of Meeting held with SNATTA & BSNLEU

A meeting was held on 10-08-2010 at CTO Building with Circle Body members of SNATTA and CS of BSNLEU, Com. Animesh Mitra. It was an introductory meeting with Circle Secretary. Mr. Probir Sikder raised three demands to CS, BSNLEU.
 According to agreement with BSNLEU and SNATTA, they will give Two (2) seats in LCM and RCM for the SNATTA members. Now, we ask for the seats.
 Conducting JTO-LIC exam earliest and give fitment benefit for DRTTAs joining after 1.1.2007.
 Service Connection with Mobile Set and monthly talk value of Rs.325 for DRTTAs working in fields.
He takes the issues seriously and assured for taking necessary action.

We would like to congratulate all the DRTTAs that our Circle body has approved by SNATTA CHQ. In the conference some decisions have taken by the House.

1. Our main Agenda is to achieve all Fitment Benefit for DRTTAs joining on/after January 2007.
2. A meeting will held in every month in every SSA.
3. Our next conference will held in North Bengal.
4. Two members from each SSA will attend in ALL INDIA CONFERENCE in GOA.
5. A monthly subscription of Rs. 30 will start from July’10. All the district Treasures will collect the money and communicate with circle treasurer.
6. We will continue with our alliance party i.e. BSNLEU till further notice from SNATTACHQ.

SNATTA CHQ decides to withhold the membership withdrawal programme till further clarification.

SNATTA CHQ salutes all the Office Bearers of each state and its members for showing the solidarity behind its decision. The call given by SNATTA CHQ to withdraw membership from BSNLEU/FNTO/NFTE etc. unions was overwhelmingly supported by the members.

After the call BSNLEU CHQ was in constant touch with SNATTA CHQ and finally the two important demands of SNATTA has been included in the 24th NCM. The demands in brief are as follows:-

1) Fitment to all the employees recruited on and after 01.01.2007 i.e. to the DRTTAs of 2007 and 2008 batches. 2) Extending the benefit of BSNL Employees Distance learning scheme to the non executive employees too.

The agenda of NEPP and all the other issues will be further discussed in details among the CHQ members of SNATTA and BSNLEU in the 2nd Week of July, 2010 and we are hopeful of including the NEPP demand in this NCM itself. Due to these positive developments SNATTA CHQ has decided to withhold the membership withdrawal programme till further clarifications. Members are requested to keep the option form ready with them to withdraw the membership from the Unions on very short notice.

Some anomaly found with the Non Executive pay revision order

anomaly found with the Non Executive pay revision order for making pay fixation in the cadre of T.T.A who join after 01/01/2007. Revised Pay Scale NE-9 (13600-3%-25420) was allotted against Pre Revised Scale(7100-200-10100) for new recruited T.T.A (join after 01/01/2007). With fixation formula arrived in the wage Committee it is found that the decrease in the salary (Basic) in the pay scale of the new recruited TTAs.

Please go through the following example.

Find the pay slip of Sandip Das (TTA, Champadanga, CAL SSA)
Before pay revision salary(Basic + DA + DP) of the month of April 2010 was Rs.19436 where as after pay revision salary (Basic + DA) of the month of May 2010 is Rs. 18885.
So pay reduced by Rs. 551.

Mr. R.N.BASAK (JTO Muthadanga/CAL SSA) was acting as a look after SDE for 21 days. Within this short period he gave one of our TTA namely SANDIP DAS ( TTA Champadanga/CAL SSA ) a warning letter like as a MEMO.
We made a strong protest against this & with the help of SNATTA CHQ we made an agitation to DE ( Hooghly/CAL SSA) and force the JTO ( acting as SDE ) to say “SORRY” in front of all TTAs & Officers and he withdraw the letter.
Please find the letter below.

In this regard we are very thankful to our honorable Circle Secretary Mr. Jagadish Paul, Central Coordinator Mr. B.N. Singh, and Mr. Susil Mondal (Secretary Kol SSA ).

We hope, this will not happen with any other TTA and I assure, if it will happen , we will do the same thing again & again to protect our TTA Friend.

Most of the senior TTA are receiving less salary as compared to juniors because on revised scales immediate juniors get there next increment before the senior & in this way pay anomaly is generated. In case of Executives BSNL Corporate office issued order( atteched with this mail pls open with PDF) for one Extra increment (with some condition) to such seniors, in order to remove the anomaly.

But as in case of DR TTA every year recruitment is going on so we may have chance to get more then one increment. SNATTACHQ is well aware with this situation & hopeful for some extra increments to almost all DR TTA's.

it is only SNATTA, who always look forward for TTA's....

Compulsory Disinvestment of PSUs up to 25%

This Finance Ministry has decided that 25% public holdings is mandatory in all listed companies including PSUs.

This means that all listed PSUs have to ensure that there in at least 25% disinvestment. There are about 180 companies including 35 listed PSUs which are having less than 25% public holdings. These 35 PSUs will be compelled to increase disinvestment up to 25%.

Railways on the privatization mode.

Railways has started privatization in a big way. It notified two schemes on 4-6-2010 which will allow private players to build railway tracks and terminals on private land and earn freight charges as also allow special private freight trains to operate for transport of commodities.

Sir ,

We have the honour to inform few lines for your kind consideration.

Some anomaly found with the Non Executive pay revision order for making pay fixation in the cadre of T.T.A who join after 01/01/2007. Revised Pay Scale NE-9 (13600-3%-25420) was allotted against Pre Revised Scale(7100-200-10100) for newly recruited T.T.A (join after 01/01/2007). With fixation formula arrived in the wage Committee it is found that the decrease in the salary (Basic) in the pay scale of the newly recruited TTAs. Before revision, Pay on April 2010 as follows

Basic=7300,DP=3650,DA=8486.25(Rate 77.5%), Total=19436.25

After revision, pay on May 2010 Basic=13600+Inr3%=14010,DA=4875.48(Rate 34.8%),Total=18885.48.

Simultaneously, No pay protection will be allowed as Basic+DP+DA on joining date not exceeds the revised Basic+DA as follows

Before revision, Pay on Nov 2009

Basic=7100,DP=3550,DA=4323.9(Rate 40.6%), Total=Basic+DP+DA=14973.

After revision, pay on Nov 2009,

Basic=13600,DA=1754.48(Rate 12.9%),Total=Basic+DA=15354.4

It is also found that some of official belongs in the pay scale of NE-4,5,6,7,8 whose Basic pay was much less than basic pay of newly recruited T.T.A i.e. 7100 before pay revision but after pay revision they exceed the basic pay of newly recruited T.T.A i.e. Rs 13600 (e.g. given on following table) .Even those T.T.A working before 01/01/2007 in the NE-9 scale were drawing basic pay 7100 they will also get Fixation Basic 15590 as revised pay. But we will get Rs13600 only as revised basic pay. Then we will looser Rs(15590-13600)=1990 on basic pay and DA, HRA there on. So there is a huge difference in gross pay (near about Rs 3200 to 4000) in b/w T.T.A who join after and before 01/01/2007 in spite of performing same duty, same work load and same responsibility.

Looking at the above facts and figures I request your kind self to please intervene in the wage committee and ensure a better for TTA cadre. This will surely do a lot of good to the sagging morale of the TTA’s in BSNL.

TTA cadre of BSNL are continuously supporting BSNLEU since 3 years with the hope that in the new wage-revision TTA will get higher salary. NO. 1 POINT OF AGREEMENT HELD BETWEEN SNATTA & BSNLEU:

It is mentionable here that the TTA cadre possessing a minimum qualification of Diploma in Engineering was given a pay scale of Rs.7100-200-10100 (IDA) against the pay sale of Rs.5000-8000(CDA). The scale of Rs.5000-8000 got merged with the scales of Rs.5500- 9000 and Rs.6500-10500 on account of restructuring of pay scales on 6th CPC and placed in the running Pay Band PB-2 of Rs.9300-34800 with a grade pay of Rs.4200 (Initial Basic salary fixed on

9300+4200-Rs13500).

It is also surprising that the difference between the starting pay scale of a Diploma

Engineer in between BSNL (IDA) and Government (CDA) scale is Rs 100 ( 13600-13500)after pay revision whereas earlier difference was 2100 (7100- 5000).

Now I am here not appealing you to place us under pay-protection. But I am here requesting you to kindly do your best for any one of the following solutions. because it is not the case of 100 or 200 persons but the whole TTA cadre of 2007 ,2008 & 2009 batch approx. 8000 (eight thausands) .

I am verry verry unhappy by seeing the situation of SNATTA members of westbengal circle.
No members from 2002 batch are now intersted about assocation.

Only and only if our association will focus about the salary degradaion of 2007 & 2008 batch then
association will be again strong.

discussed and some decission taken from circle conference.

1- SNATTA needs BSNL corporate office recognition.
2-rejection of DUAL membership formula and belive on single membership.
3-start movment about wrong movment from chq. site .

restructuring of W.B SNATTA body is not possible now in this moment. I need another 15 days to strong theassociation
again from root level. Already we plan our future.

pl. wait for the best and i will do my best from heart.
